The Kolkata Municipal Corporation (KMC) has prescribed Solid Waste Management (SWM) user charges, fees and penalties for 2026–27. The applicable monthly user fee depends on the type and size of the establishment.
Who May Have to Pay SWM User Charges?
The schedule covers various establishments, including:
- Restaurants, hotels and bars
- Clinics, diagnostic centres, hospitals and nursing homes
- Pharmacies
- Commercial establishments and offices
- Shops and eating places
- Educational institutions
- Warehouses and factories
- Beauty parlours and salons
For example, the schedule lists monthly charges for doctors’ clinics, dental clinics, diagnostic centres and hospitals, with rates varying according to area or bed capacity.
SWM Penalties
KMC’s Schedule B also provides compounding charges for violations such as:
- Non-segregation of solid waste
- Non-payment of applicable user fees
- Improper storage or collection of waste
- Improper wet-waste processing
- Littering and illegal dumping
- Plastic waste violations
For commercial and institutional establishments, for example, non-segregation can attract ₹639 for the first instance, ₹958 for the second and ₹1,277 for repeated instances.
The schedule also states that user fees and fines/penalties will increase by 5% every year from 1 April of the successive financial year.
