1. Signed Application Form (from Shilpasathi or WBPCB portal)

2. Land Document – Ownership deed / Lease deed / Rent agreement

3. Factory Layout Plan – Clearly marked area of production and process flow

4. Project Report / Feasibility Report – With manufacturing process, raw material, and pollution control measures

5. Details of Pollution Control Devices / Measures

6. Declaration on Affidavit – Stating compliance with WBPCB norms

7. Aadhar Card & PAN Card of Proprietor / Partner / Director

8. Authorization Letter (if applicant is not the proprietor/director)

9. Site Photographs

Documents Required for Consent to Operate (CTO):

1. Valid CTE (Consent to Establish)

2. Trade License / Registration Certificate

3. Details of Production Machinery & Pollution Control Equipment

4. Copy of Electric Connection Proof / Power Sanction Document

5. Monitoring Report (Air/Water/Noise pollution level, if applicable)

6. Effluent/Sewage Treatment Facility Details (for red/orange category units)

7. Hazardous Waste Authorization (if applicable)

8. Compliance Report of Earlier Consent Conditions (for renewal)

9. Aadhar & PAN of Occupier

10. Utility Bills / Rent Agreement (for proof of address)
