The Kolkata Municipal Corporation (KMC) offers an online system for sanctioning building plans under Section 393A of the KMC Act, 1980, making the process more transparent, time-bound, and convenient for Licensed Building Surveyors (LBS), Architects, and Engineers.
This guide explains the step-by-step procedure, document requirements, and important timelines for obtaining building plan approval.
1. Getting User ID & Password

Who can apply?
LBS / Architect / Empanelled Structural Engineer (ESE) eligible for respective building heights as per KMC Building Rules. -
How to register?
Apply to the Director General (Building) with KYC documents to receive login credentials for the online submission system.
2. Preparing for Online Application
Before logging in to the KMC portal, ensure:

All drawings are prepared as per the Online Layer Instruction Sheet.

Obtain prior relaxation of building rules (if applicable).

Keep all relevant documents ready and complete the online data fill-up within 3 days from the first login.

Submit hard copies within 3 working days after online submission to avoid rejection.
3. Online Application Process
Step-by-step:

Login to KMC Building Plan Sanction Portal.

Enter primary plan proposal details.
A Temporary Plan Case Number will be emailed to the applicant and concerned ESE. -
ESE logs in to authenticate/accept the proposal.

LBS / Architect uploads the plan in .dwg format following Annexure-A guidelines.

On final submission, an SMS alert will be sent to AE (Building), LBS/Architect, and the owner.
4. Submission of Hard Copies
Within 3 working days, submit:

Deeds, undertakings, indemnity bonds

NOCs from relevant authorities

Auto-generated Temporary Plan Case Email printout
Submission can be done via speed post or hand delivery to the concerned Executive Engineer (Civil).
5. Acceptance & Fee Payment

The department will verify documents and communicate objections (if any) via email/SMS.

Once satisfied, a demand notice for submission fees is generated.
-
Pay the fee online or at a KMC collection centre within 3 days.
-
After payment, a Plan Case Number is issued.
6. Plan Proposal Processing

Department examines documents and schedules site inspection within 10 days of fee payment.

Plan compliance is checked using manual review + AutoCAD tools.

Cross-verification with other departments (e.g., PMU, KIT, Airport Authority, Fire Services, Environment).

If required, the proposal is reviewed by the Municipal Building Committee.
7. Final Sanction

After compliance with all requirements and submission of the structural plan & design calculations, a demand notice for sanction fees is issued.

Pay the sanction fees within 3 days.

Once approved, the department will print the sanctioned plan based on the submitted .dwg file.

Owner/LBS/Architect must visit the Executive Engineer’s office to sign the hard copy of the sanctioned plan.
