With the push towards digital governance, the Kolkata Municipal Corporation (KMC) has introduced an online system for submitting applications for Notice of Commencement and Completion Certificates. This simplifies the approval process, reduces paperwork, and improves transparency.
✅ Eligibility
Only the following professionals can submit applications online:

LBS (Licensed Building Surveyor)

ESE (Empanelled Structural Engineer)
-
C.A (Chartered Architect)
The application must be authenticated by the ESE before final submission.
🔑 Steps for Online Application
1. Create User ID & Login

Visit www.kmcgov.in

Go to KMC Departments → Building → Online Notice of Commencement/CC

In the login window, click Sign Up (new user) or Sign In (existing user)

User ID format must be in capital letters, e.g.:

LBS/I/1111(for LBS) -
ESE/II/255(for ESE) -

2. Filing Notice of Commencement

Login and click Notice of Commencement

Enter Sanction Number → Search

Enter Date of Commencement → Submit
3. Filing Notice of Completion

Login and click Notice of Completion

Enter Sanction Number → Search

Fill details in Enter Details section

Upload required documents in PDF (max 70KB) or DWG (max 10MB) format

Structural Stability Certificate (ESE/ESR)

Internal House Drainage Certificate

4. Authentication & Final Submission

ESE/GTE/ERS receives an email for authentication

After authentication, LBS/CA logs in again for final submission

All stakeholders receive confirmation emails

Borough Executive Engineer also receives notification

EE/Dy.C.E informs date of joint inspection via email
