Land records play a critical role in property ownership, mutation, construction approvals, and loan processing. In West Bengal, the most important land record is known as Land Khatian, commonly called Parcha or Porcha.

What is Land Khatian / Parcha?

Land Khatian is the official Record of Rights (ROR) that documents ownership, possession, land classification, and plot details.
A certified copy of the ROR is called Parcha or Porcha.

The ROR is prepared through government survey and settlement processes such as:

  • Traverse Survey

  • Cadastral Survey

  • Revisional Survey

  • Attestation

  • Draft and Final Record Publication


Types of Land Khatian in West Bengal

1. CS Khatian (Cadastral Survey)

  • Oldest land record

  • Prepared during British period

  • Base document for future surveys

2. RS Khatian (Revisional Survey)

  • Prepared between 1953–1963

  • Revised version of CS records

  • Widely used for ownership verification

3. LR Khatian (Land Reforms Khatian)

  • Current and legally valid record

  • Based on “One Man, One Khatian” principle

  • Issued under the West Bengal Land Reforms Act


What Information Does a Khatian Contain?

A Land Khatian includes:

  • Mouza, Police Station & District

  • Khatian Number

  • Plot (Dag) Numbers

  • Total land area & owner’s share

  • Classification of land

  • Rent / revenue details

Certified copies can be obtained from the Block Land & Land Reforms Office (BL & LRO).


What is KB Khatian (Khanapuri Parcha)?

KB Khatian is prepared during the Khanapuri stage, where:

  • Ownership and possession details are verified

  • Hearings are conducted

  • Dag-wise corrections are made

It follows the One Man One Khatian (OMOK) system and forms the base for attestation.


What is the Attestation Stage?

At the Attestation stage:

  • Objections to KB Khatian are heard

  • Documents are verified by Revenue Officers

  • Errors are corrected

  • Fragmented plots receive new Dag numbers

After attestation, the Draft (Khasra) Record of the Mouza is published for public inspection.


What is “3 Dhara Kaaj” (Section 51A – Sub-section 1)?

  • Objections must be filed within 30 days of draft publication

  • Filed using Form No. 9

  • After hearing all parties, the corrected record is published

This revised record is called the Final Published (FP) Record
This process is popularly known as “3 Dhara Kaaj” (৩ ধারার কাজ).


What is “7 Dhara Kaaj” (Section 51A – Sub-section 4)?

  • Errors in the Final Record can be challenged within 1 year

  • Objections filed before the Review Officer

  • Record is corrected after hearing

This correction process is known as “7 Dhara Kaaj” (৭ ধারার কাজ).
Appeals can be filed before the District Land & Land Reforms Officer (DL&LRO) if needed.
